*Ministerial Order No. 385/2026/1 extends the terms of the collective agreement entered into between 24 insurance companies and STAS and SINAPSA to employees who are not members of the signatory trade unions, subject to the conditions laid down therein.*

*On 15 March of this year, Collective Agreement No. 10, reached on 9 February 2026 between 24 insurance companies — including Allianz, AEGON, Bankinter Seguros, COSEC, Crédito Agrícola Seguros, Mapfre, Metlife and Real Vida —, on the one hand, and STAS and SINAPSA, on the other, was published in the Employment and Labour Relations Bulletin (Boletim do Trabalho e Emprego – BTE).*

*On 26 August, Ministerial Order No. 385/2026/1 was published in response to the request submitted by the signatory insurance companies seeking to extend the aforementioned collective agreement to all employees in their service who are not members of the signatory trade unions, including those who do not choose, within the applicable period, the collective agreement to which they are to be subject.*

### To whom does the extension of the collective agreement apply?

*The Ministerial Order provides that the working conditions set out in the aforementioned collective agreement are to apply, throughout mainland Portugal — thus excluding the Autonomous Regions —, to employment relationships with all employees of the signatory insurance companies who are not members of the signatory trade unions, within the occupations and professional categories provided for in the agreement.*

*It should be noted that the extension applies to a non-unionised employee who has chosen another negotiated collective labour regulation instrument only after the expiry of the 15-month period provided for in the Labour Code.*

### Why was the extension to non-unionised employees requested?

*The extension resulted from an application submitted by the signatory companies themselves.*

*They stated that they employ 2,608 employees under an employment relationship, of whom only approximately 20% pay trade union dues by means of deductions from their remuneration.*

*The companies’ request was based on considerations of uniformity and non-discrimination among employees of the same companies.*

### What updates are provided for in the agreement?

*The main updates provided for in the agreement include, on average:*

- *a 3.03% increase in the salary scale;*
- *a 2.82% increase in the meal allowance;*
- *a 5.7% increase in childcare and school allowances;*
- *a 2.5% increase in business travel expenses.*

### What is the legal framework for this extension under the Labour Code?

*This extension corresponds to the mechanism provided for in the Labour Code, allowing a collective agreement, in whole or in part, to be made applicable to employers and employees within the same sectoral and occupational scope, taking into account the social and economic circumstances that justify such extension.*

*For this purpose, an assessment study was carried out on the basis of data from the 2024 Single Report/personnel records.*

### What is the estimated impact of the extension?

*The assessment study shows that a total of 2,286 full-time employees are covered, directly and indirectly, by the collective labour regulation instrument.*

*Of these, 653, corresponding to 22.6% of the total, receive remuneration below the levels provided for in the agreement.*

*The impact on the total wage bill amounts to an increase of:*

- *0.4% for all employees;*
- *2.4% for employees whose remuneration will effectively be changed.*

### What is the purpose of the extension?

*The objective of reducing wage dispersion and inequality ratios is thereby achieved, thus standardising the minimum working conditions applicable to employees of the aforementioned companies.*

### When does the Ministerial Order enter into force and from what date does it take effect?

*The Ministerial Order enters into force on the fifth day following its publication in the Official Gazette (Diário da República), i.e. on 31 August 2026.*

*The salary scale, as well as the provisions of a pecuniary nature contained in the agreement, take retroactive effect from 1 April 2026.*
